The sync bits are inherently useful for precise editing as well as making sure audio and video are synched properly as far as framing ("on the same page," so to speak). Prevents unintentional Max Headroom imitations and other audio/video corruptions.
A whole bunch of possible ideas arise out of said call for not being stingy...maybe I best not comment on what I think it really is about! Suffice to say some movie and television editing is done because something perhaps is "exposed" on film or video...
OH MY! Exactly what I thought immediately. GroOovy stuff, a bit of Robert Palmer "Addicted To Love" and a bit of Herbie Hancock circa "Monster" came to mind...
