Topic: Unknown equipment

I saw joe in knoxville and he had a piece of equipment on stage that looked like a mic stand, but had a shelf about 3/4 way up. On a couple songs he would reach his hand out to this and it would sound almost like a siren. I am assuming it worked off feedback from his guitar but I'm not sure. My description is not the greatest but someone who's been to his show should be able to figure out what I'm talking about. Does anyone know what this is called and how it works?
