What percentage can promoters legally charge bands in Colorado?

Some band promoter (We shall call him "Jack" to not mention any names) in Grand Junction, CO is going around telling bands that his rival promoter (let's say "Jill") is being "illegal in the state of Colorado" by charging bands 20 percent of what they make from a show she books.
So, "Jack" tells myself and my band members that "Jill's" contract with us is "illegal" because she is charging us, (the band) twenty percent for each show she books for us.  "Jack" tells us to go with him because he only charges bands "the legal limit" which is supposedly only ten percent.

IS THIS TRUE???

WHERE can I get something on the internet that I can print out stating this is so?
Does anyone really know?  I think "Jack" and "Jill" should both take a pill, in my own opinion, because I'm personally sick of both of them.  My guess is this is all just cat poop.  If my guess is wrong, please someone point me in the right direction?  I've never heard of such things and I've been a bassist for 20 years.  Maybe I'm just "not getting it"?  No, Colorado is NOT my native state so maybe I really don't "get it".

I'm not a lawyer nor do I play one on TV but 10% is the normal amount for Managers and Booking agents. The number can be negotiated of course. It is a matter of the contract as far as I know.

Now a promoter who buys the act and produces the show can cut any deal the band agrees to. It could be 50/50 80/20 75/15 again according to contract.

I don't know the laws of Colorado that may more may not be different than other localities. The State of New York bans managers from promoting their own artists shows. I just think contracts are whatever two parties agree on when it comes to percentages.

Sorry, I was looking through all these topics so I just posted under GENERAL.  Didn't know.  I don't even know who Joe even IS, to be honest.  Again, I apologize.  Thanks for answering this.  That's what I thought as well.  I am soooo sick of these promoters playing all these stupid games against each other.  If anyone else has any light on this, please post it, if that's OK.
