Honestly, the best pedal for this would be the Boss RE-20 which is based off the old Roland Space Echo.  The Space Echo is quintessential multihead tape echo unit of yesteryear.  Also, the Line 6 DL4 offers a Space Echo sim.  The other way would be to set two different delays up at different volumes/rates/feedbacks just like a real multihead echo.  The latter sounds like a lot of hassle so I'd probably check out either of the other 2 pedals mentioned.

A delay designed to do multi-head, like the RE-20 would be easier. But I didn't like what the RE-20 did to my tone... in converts your dry signal to digital, and I can hear/feel it.  I went with the Empress Vintage Modified Super Delay instead. It also converts to digital, but it's MUCH less tone-sucking than the RE-20. Too bad too... the echos on the RE-20 are dreamy.
