Are the Tubes seated fully into their sockets?
Are there other electronic items in the room? Computers, etc.? There could be some "interference" happening.
Sometimes dirty Input and Output Jacks, or Potentiometers can make noise from dirt and dust.
Even brand new Tubes can be bead. Ditto for Solder Joints. There could still be a cold/broken solder joint, even though the amp is new. Especially after shipping.
Sometimes, there's even a bad part. A bad resistor or capacitor, etc. Not as common, but it does happen.
Is the speaker wire fully connected, at both ends?
Is there a ground lift switch? If so, try it's center position, first. Then, try up and down positions.
