In 1991 Joe was 14 so I don't think that is the correct answer but I'm sure someone here has the correct answer....

The age is definitely around 13-14.  That information is proffered there in the videos themselves.  The location could be anywhere, but I’m almost willing to bet somewhere close to home Upstate New York (Utica-Syracuse-Rochester-Buffalo?) and just prior to the formation of Bloodline. Is that Lenny Milano on drums and Greg “Creamo” Liss on bass (bassist on “A New Day Yesterday” album) maybe?!
